Antioch Village Board appoints Police Chief as Acting Administrator

Antioch, IL (December 1, 2023) – Village of Antioch Police Chief Geoffrey Guttschow has been appointed as the Village of Antioch’s Acting Administrator, following the retirement of Administrator, Jim Keim.  Chief Guttschow is a seasoned law enforcement professional with over 24 years of experience. His appointment as the acting administrator reflects his steadfast commitment to public service and exceptional leadership during challenging times.


Antioch Mayor Scott Gartner says Guttschow’s record of leadership and his relationship with the community make him the obvious choice to lead the village during this time of transition.


“Chief Guttschow brings a wealth of leadership experience, a commitment to transparency, and a proven track record of navigating challenges with resilience and adaptability,” said Gartner. “His role as Chief of Police underscores his ability to lead through complex situations.”



More about Geoffrey Guttschow:
Beginning his public service journey as an emergency medical technician in Kenosha County in 1997, Chief Guttschow transitioned to the Antioch Police Department in 1999. Throughout his distinguished career, he held roles where he demonstrated exemplary leadership during unprecedented challenges.


Elevated to the rank of sergeant in 2007, Chief Guttschow served as a watch supervisor before taking on the role of administrative sergeant in 2016. Progressing through the ranks, he served as a Division Commander, and later as Deputy Chief of Police, where he developed a keen understanding of the complexities of law enforcement. In March 2020, he assumed the role of Interim Chief, navigating the department through the COVID-19 pandemic and safeguarding Antioch during a period of historic national social unrest. In August 2020, the Antioch Village Board appointed Guttschow as the permanent Police Chief.


Chief Guttschow holds an associate degree in Police Science, a bachelor’s degree in Criminal Justice Administration, and has completed Northwestern University’s School of Police Staff and Command. Actively involved in professional associations, he is a member of the Illinois Association of Chiefs of Police, the Lake County Chiefs of Police Association, and serves on the Board of Directors for the Lake County Major Crash Assistance Team.


Community-focused, Chief Guttschow served multiple terms on the Antioch Community High School District 117 Board of Education, where he held the position of Vice President. Together with his wife, Chief Guttschow is a proud resident of Antioch, raising five children.

Outgoing administrator Jim Keim concludes nearly 20 years of service with the village. He has opted to take advantage of the Village’s early retirement incentive program. Before serving as Village Administrator, Keim started his career with the village as a village engineer.


During his tenure as administrator, Keim oversaw the development of the village’s wastewater treatment plant, the opening of the Antioch Aquatic Center, and the open space redevelopment efforts and considerable progress on the Sequoit Creek construction.


“We are grateful to Jim for his years of dedicated service to our community,” said Mayor Gartner. “Jim is an Antioch High School graduate who returned to the community he grew up in to dedicate his career to making Antioch a better place. (October 1, 2024) — The Village of Antioch welcomed two new employees to its team last month who will work to support local economic development and enhance public communication and engagement. Their combined efforts aim to support local economic development and create marketing and communications strategies for the Village of Antioch’s government services, news, events, and general information. With more than 15 years’ experience in executive leadership, Business Liaison Specialist Kim Biederman’s career highlights include serving as Executive Director for the Niles Chamber of Commerce & Industry, as well as for the Publicity Club of Chicago, the Chicago Area Public Affairs Group, and Chicago Women in Government Relations. Biederman is also a former Planning and Zoning Commissioner and Trustee for the Village of Niles. Prior to that, Biederman served as the Operation Manager for the American Association of Oral and Maxillofacial Surgeons (AAOMS), serving as the organization’s Chief Event Planner for AAOMS’ annual conferences and workshops. The Village of Antioch’s Fall leaf vacuuming starts soon and runs throughout November. Here are some things to know: Exact pick-up dates will vary depending on the weather. Residents should rake their leaves to within five feet of the edge of the road for vacuuming. Groot trucks will be in different areas of the village on different days of the week to vacuum leaves. Leaves will not be picked up if they are too wet and heavy; in that case, pick up will be delayed. If you are concerned about leaves blowing back into your yard, or if you worry that you might have missed a pick-up, you may still use labeled yard waste cans/bags for your leaves. Groot will collect them during regularly scheduled garbage day (Thursday) for the village. If you have any questions, please call Village Hall at 847-395-1000 or Groot at 877-404-668.

The Village of Antioch Wastewater Treatment Facility, with a design average flow of 2.0 MGD and design maximum flow of 9.2 MGD, is experiencing ragging and other fibrous material bypassing the existing screening equipment, causing issues with downstream equipment and processes. The current fine screen is a 16-year-old Lakeside Raptor with a compaction and dewatering system. The bar screen size is ¼ inch. The Village is seeking to upgrade its existing mechanically cleaned cylindrical Fine screen equipment with technology that can produce a better capture rate of the material. This project will be divided into two phases. In phase one, the select firm will provide the Village with assessments, recommendations, and a detailed cost analysis of the solution. In phase two, the engineering firm will prepare the bid package, which will include the equipment and various contractors and subcontractors. The firm will assist the Village with overseeing the installation of the new Fine Screen equipment, ensuring the project will come either at projection cost or below and providing seamless installation of the equipment.
